Its widespread adoption is also due to its accessibility, allowing private citizens to interact with both public and private entities by sending communications that provide &#8220;proof of delivery,&#8221; thus holding legal value.<\/p>\n<p>Although PEC is widespread, it is set to evolve into REM (Registered Electronic Mail), also known as <strong>&#8220;European PEC,&#8221;<\/strong> because it will be valid for communications across the entire EU. If PEC is already such a commonly used and established tool, what are the reasons for its &#8220;replacement&#8221; with REM? And when will this transition take place?<\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;Why the transition from PEC to REM?&#8221; _builder_version=&#8221;4.23.1&#8243; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<h2>Why the transition from PEC to REM?<\/h2>\n<p>The European Commission has long been working to &#8220;standardize&#8221; certified digital services within the EU, aiming for greater interoperability, including through the revision of the <a href=\"https:\/\/www.intesa.it\/en\/eidas-2-0-what-it-says-whats-new-and-the-roadmap\/\">eIDAS 2.0 regulation<\/a>.<\/p>\n<p>However, there is also a more &#8220;formal&#8221; need driving this transition in Italy: according to Regulation 910\/2014 (eIDAS), PEC, due to its characteristics, can be considered a &#8220;SERC,&#8221; a Certified Delivery Service. Here are the main differences:<\/p>\n<ul>\n<li><strong>Identification of the holder:<\/strong> As mentioned earlier, the main difference between PEC and REM is the process of recognition and identification of the account holder. Currently, activating a PEC only requires registering the personal data of the holder, whereas for REM, it will be mandatory to complete a verified identification process, including through digital identities such as SPID and CIE. This system not only ensures the receipt of the message but also guarantees the certainty of the identity of both the recipient and the sender.<\/li>\n<li><strong>Two-factor authentication:<\/strong> To access REM, it will be mandatory to activate a two-factor authentication system. When logging into the portal provided by the REM provider, it will be necessary to enter an additional code, usually a One Time Password (OTP) generated through an app or received via SMS. Currently, two-factor authentication for PEC is optional and can be set up at the user&#8217;s discretion.<\/li>\n<li><strong>European interoperability:<\/strong> Another difference between PEC and REM is that REM can be considered a valid tool throughout the EU. Users will increasingly need an organized and traceable management of messages and receipts.<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Simplification and Security<\/b><span style=\"font-weight: 400;\"><br \/><\/span>Adopting a PEC management system helps overcome the complications of handling two-factor authentication (MFA), which is only valid for direct access to the webmail via the REM Provider&#8217;s site. For application-to-application authentication to the REM mailbox, an application-based authentication mode, based on the OAuth 2.0 protocol, has been introduced. La REM, invece, che prevede anche il riconoscimento forte del titolare della casella, \u00e8 un \u201cSERCQ\u201d, un Servizio Elettronico di Recapito Certificato Qualificato.\u00a0<\/span><\/p>[\/et_pb_text][et_pb_text admin_label=\"Le differenze chiave tra PEC e REM\" _builder_version=\"4.23.1\" global_colors_info=\"{}\"]<h2>Le differenze chiave tra PEC e REM<\/h2>\r\n<p><span style=\"font-weight: 400;\">Tra PEC e REM esistono quindi delle differenze che permettono di definire la REM come un Servizio di Recapito Certificato Qualificato. Ecco le principali:<\/span><\/p>\r\n<ol>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Identificazione del titolare:<\/b><span style=\"font-weight: 400;\"> come anticipato, la principale differenza tra PEC e REM \u00e8 il processo di riconoscimento e identificazione degli intestatari: attualmente l\u2019attivazione di una PEC richiede solo la registrazione dei dati anagrafici del titolare, mentre per la REM sar\u00e0 obbligatorio completare un riconoscimento certo, anche tramite\u00a0 identit\u00e0 digitali come SPID e CIE. Questo sistema non solo assicura la ricezione del messaggio, ma garantisce anche la certezza dell\u2019identit\u00e0 del destinatario e del mittente.<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Autenticazione a due fattori:<\/b><span style=\"font-weight: 400;\"> per accedere alla REM sar\u00e0 obbligatorio attivare un sistema di autenticazione a due fattori: al momento dell'accesso al portale fornito dal provider REM, sar\u00e0 quindi necessario inserire un codice aggiuntivo, solitamente una One Time Password (OTP) creata tramite app o ricevuta via SMS. Attualmente per le PEC l\u2019autenticazione a due fattori \u00e8 opzionale, e pu\u00f2 quindi essere impostata o meno a discrezione dell\u2019utente.<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Interoperabilit\u00e0 europea:<\/b><span style=\"font-weight: 400;\"> un\u2019ulteriore differenza tra PEC e REM \u00e8 che la REM pu\u00f2 essere considerata uno strumento valido in tutta l\u2019UE. Inviando una REM a un utente in un altro paese europeo, quindi, questa avr\u00e0 lo stesso valore legale, cosa che non avviene oggi per la PEC, uno strumento esclusivamente italiano.<\/span><\/li>\r\n<\/ol>[\/et_pb_text][et_pb_text admin_label=\"Vantaggi della REM per utenti e imprese\" _builder_version=\"4.23.1\" global_colors_info=\"{}\"]<h2>Vantaggi della REM per utenti e imprese<\/h2>\r\n<p><span style=\"font-weight: 400;\">La <strong>Registered Electronic Mail (REM)<\/strong> offrir\u00e0 vantaggi significativi per utenti e imprese, garantendo comunicazioni pi\u00f9 sicure e affidabili in tutta UE grazie alla tracciabilit\u00e0 e alla certificazione dei messaggi inviati e ricevuti. Questa soluzione, inoltre, fornir\u00e0 un accesso standardizzato e uno strumento di comunicazione digitale qualificato alle amministrazioni pubbliche e alle aziende in tutta Europa, facilitando l\u2019interazione con enti e partner internazionali. Per le imprese italiane che operano a livello europeo quindi, la REM riduce gli ostacoli burocratici, semplificando la gestione documentale e assicurando conformit\u00e0 alle normative transfrontaliere, con un conseguente miglioramento dell\u2019efficienza operativa e un\u2019accelerazione nei processi di business.<\/span><\/p>[\/et_pb_text][et_pb_text admin_label=\"Come si passa dalla Posta Elettronica Certificata alla REM\" _builder_version=\"4.23.1\" global_colors_info=\"{}\"]<h2>Come si passa dalla Posta Elettronica Certificata alla REM<\/h2>\r\n<p><span style=\"font-weight: 400;\">Il passaggio dalla PEC alla REM avverr\u00e0 in maniera trasparente nei confronti degli utenti. Sar\u00e0 infatti il gestore ad adeguare le proprie caselle di posta allo standard europeo. <\/span><\/p>[\/et_pb_text][et_pb_text admin_label=\"Tempistiche di implementazione della REM\" _builder_version=\"4.23.1\" global_colors_info=\"{}\"]<h2>Tempistiche di implementazione della REM<\/h2>\r\n<p><span style=\"font-weight: 400;\">Facciamo un po\u2019 di chiarezza: il <strong>passaggio da PEC a REM<\/strong> non sar\u00e0 obbligatorio nel 2024. Per rendere attuativo l\u2019obbligo di migrazione \u00e8 necessario un DPCM, di cui ad oggi (novembre 2024) si sta attendendo la pubblicazione. Dalla sua pubblicazione in Gazzetta Ufficiale si dovranno poi attendere le tempistiche indicate all\u2019interno del DPCM stesso perch\u00e9 l\u2019obbligo entri in vigore, ed \u00e8 per questo che la scadenza verr\u00e0 prorogata, <strong>presumibilmente tra la fine del 2025<\/strong> e l\u2019inizio del <strong>2026<\/strong>.<\/span><\/p>[\/et_pb_text][et_pb_text admin_label=\"Conclusione\" _builder_version=\"4.23.1\" global_colors_info=\"{}\"]<h2>Conclusione<\/h2>\r\n<p><span style=\"font-weight: 400;\">Il <strong>passaggio dalla PEC alla REM<\/strong> (PEC Europea) porter\u00e0 numerosi vantaggi in termini di sicurezza, affidabilit\u00e0 e interoperabilit\u00e0. \u00c8 indubbio per\u00f2 che la necessit\u00e0 di un\u2019identificazione forte e dell\u2019autenticazione a due fattori potrebbe portare delle difficolt\u00e0 operative alle aziende che hanno necessit\u00e0 di avere pi\u00f9 caselle, a cui devono accedere pi\u00f9 persone.<\/span><\/p>[\/et_pb_text][et_pb_text admin_label=\"Il Gestionale PEC Intesa\" _builder_version=\"4.23.1\" global_colors_info=\"{}\"]<h2>Il Gestionale PEC Intesa<\/h2>\r\n<p><span style=\"font-weight: 400;\">Proprio a questo scopo <a href=\"https:\/\/www.intesa.it\/\">Intesa<\/a>, in qualit\u00e0 di <strong>Qualified Trust Service Provider<\/strong> e <strong>digital solution provider<\/strong>, offre ai propri clienti un <strong>Gestionale PEC<\/strong> necessario proprio a semplificare l\u2019operativit\u00e0 di chi ha bisogno di gestire pi\u00f9 caselle contemporaneamente, anche attestate su diversi provider. Con l\u2019introduzione effettiva dell\u2019obbligo, il servizio sar\u00e0 successivamente adeguato per la gestione delle caselle REM.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Oggi \u00e8 quindi ancora pi\u00f9 importante dotarsi di un gestionale dedicato alla Posta Elettronica Certificata, ecco perch\u00e9:<\/span><\/p>\r\n<ol>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Diffusione<\/b><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">Con l\u2019ampliamento della platea potenziale di utilizzatori di PEC a livello UE , sia come destinatari sia come mittenti, si estenderanno le opportunit\u00e0 di impiego del canale di corrispondenza legale elettronico nelle aziende. Gli utenti avranno quindi sempre pi\u00f9 la necessit\u00e0 di una gestione organizzata e tracciata dei messaggi e delle ricevute.<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Semplificazione e sicurezza<\/b><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">L\u2019adozione di un gestionale PEC consente il superamento delle complicazioni di gestione dell\u2019autenticazione a doppio fattore (MFA) valida esclusivamente per l'accesso diretto alla web mail tramite sito del Provider REM. Per l\u2019autenticazione application to application alla casella REM \u00e8 stata infatti introdotta una modalit\u00e0 di autenticazione applicativa, basata sul protocollo OAuth 2.0.
