However, the European Commission has long been working to &#8220;standardize&#8221; certified digital services within the EU in favor of greater interoperability: by the first four months of 2024, <strong>REM (Registered Electronic E-mail),<\/strong> also called &#8220;European PEC,&#8221; will become mandatory, replacing PEC completely. REM, in fact, is still a <strong>Qualified Electronic Delivery Service (SERCQ)<\/strong> as required by the European eIDAS regulation. What will change?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We summarized it in 5 points.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;1. However, this does not mean that it will be necessary to change or create new addresses. Many providers are organizing to make the transition as easy as possible, making sure that from the user experience point of view the change is only &#8220;formal&#8221; and involves a simple acknowledgement step.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;2.Il riconoscimento sar\u00e0 obbligatorio&#8221; _builder_version=&#8221;4.16&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h2>2) Recognition will be mandatory<\/h2>\n<p><span style=\"font-weight: 400;\">The biggest <strong>difference between PEC and REM<\/strong>, in fact, is precisely the step of recognition and identification of the registrants that will be required to have an REM, a step that is not currently provided for PEC, which simply requires master data. To obtain an REM therefore, it will be essential to complete a recognition with artificial intelligence or the SPID and CIE digital identities. In this way, the REM, in addition to guaranteeing receipt of the message, will also give certainty of the recipient&#8217;s identity.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;3) La PEC \u00e8 un SERC, la REM \u00e8 un SERCQ&#8221; _builder_version=&#8221;4.16&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h2>3) PEC is a SERC, REM is a SERCQ<\/h2>\n<p><span style=\"font-weight: 400;\">And it is precisely the presence or absence of recognition that makes PEC and REM two very different instruments, even from a regulatory point of view. For eIDAS, in fact, the PEC can be considered a SERC, a Certified Delivery Service, while the REM is a SERCQ, a Qualified Certified Electronic Delivery Service. Since its existence, however, PEC has been equated with a SERCQ in Italy by the Digital Administration Code, but this equating is not considered valid at the European level.<\/span><\/p>\n<p>\u00a0<\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;4) La REM varr\u00e0 in tutta Europa&#8221; _builder_version=&#8221;4.16&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h2>4) REM will apply throughout Europe<b><\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The switch from PEC to REM will thus have the enormous advantage of expanding its legal validity throughout Europe. PEC, in fact, has always been an exclusively Italian tool with no effectiveness outside national borders.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;5) Sar\u00e0 necessario il doppio fattore di autenticazione&#8221; _builder_version=&#8221;4.16&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h2>5)\u00a0<span style=\"font-weight: 400;\">Dual factor authentication will be required<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">In order to access the REM, it will be necessary to enable a double authentication factor, as for accessing home banking: it means that when logging in on the portal provided by the PEC provider, an additional code, usually a One Time Password (OTP, i.e., a password to be used only once), will have to be entered, sent via SMS or automatically generated by the provider&#8217;s app.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;Un problema rimane: come inviare una REM a chi non ce l\u2019ha&#8221; _builder_version=&#8221;4.16&#8243; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h2><span style=\"font-weight: 400;\">One problem remains: how to send an REM to someone who does not have one?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Although REM will undoubtedly bring better service in the area of professional-to-professional communications, it will not solve the need for B2c companies to send large-scale communications via e-mail and SMS and still get a delivery receipt. La<\/span><b> Commissione Europea<\/b><span style=\"font-weight: 400;\"> sta per\u00f2 da tempo lavorando per<\/span><b> \u201cuniformare\u201d i servizi digitali certificati all\u2019interno dell\u2019UE<\/b><span style=\"font-weight: 400;\">, a favore di una maggiore interoperabilit\u00e0: <\/span><b>entro il primo quadrimestre del 2024 la REM<\/b><span style=\"font-weight: 400;\"> (Registered Electronic E-mail), chiamata anche \u201cPEC Europea\u201d<\/span><b>, diventer\u00e0 obbligatoria <\/b><span style=\"font-weight: 400;\">sostituendo completamente la PEC. La REM, infatti, \u00e8 comunque un<\/span><b> Servizio di Recapito Elettronico Qualificato (SERCQ)<\/b><span style=\"font-weight: 400;\"> cos\u00ec come previsto dal regolamento europeo eIDAS. Cosa cambier\u00e0?<\/span><\/p><p><span style=\"font-weight: 400;\">L\u2019abbiamo riassunto in 5 punti.<\/span><\/p><p>[\/et_pb_text][et_pb_text admin_label=\"1. La PEC \u201csparir\u00e0\u201d\" _builder_version=\"3.17.6\"]<\/p><h2>1) La PEC \u201csparir\u00e0\u201d<\/h2><p><span style=\"font-weight: 400;\">Ebbene s\u00ec, sar\u00e0 una vera e propria sostituzione e<\/span><b> le PEC andranno fuori uso<\/b><span style=\"font-weight: 400;\">. Questo per\u00f2 non significa che sar\u00e0 necessario cambiare o creare nuovi indirizzi. Molti provider si stanno organizzando per rendere il passaggio il pi\u00f9 semplice possibile, facendo in modo che dal punto di vista dell\u2019esperienza utente il cambiamento sia solo \u201cformale\u201d e preveda un semplice passaggio di riconoscimento.<\/span><\/p><p>[\/et_pb_text][et_pb_text admin_label=\"2.Il riconoscimento sar\u00e0 obbligatorio\" _builder_version=\"3.17.6\"]<\/p><h2>2) Il riconoscimento sar\u00e0 obbligatorio<\/h2><p><span style=\"font-weight: 400;\">La<\/span><b> differenza <\/b><span style=\"font-weight: 400;\">pi\u00f9 grande<\/span><b> tra PEC e REM<\/b><span style=\"font-weight: 400;\">, infatti, \u00e8 proprio la<\/span><b> fase di riconoscimento e identificazione degli intestatari<\/b><span style=\"font-weight: 400;\"> che sar\u00e0 necessaria ad avere una REM, fase che attualmente non \u00e8 prevista per la PEC, che richiede semplicemente i dati anagrafici. Per ottenere una REM dunque sar\u00e0 indispensabile completare un riconoscimento con artificial intelligence o con le identit\u00e0 digitali SPID e CIE. In questo modo la <\/span><b>REM<\/b><span style=\"font-weight: 400;\">, oltre a garantire la ricezione del messaggio, dar\u00e0 la <\/span><b>certezza anche dell\u2019identit\u00e0 del destinatario<\/b><\/p><p>[\/et_pb_text][et_pb_text admin_label=\"3) La PEC \u00e8 un SERC, la REM \u00e8 un SERCQ\" _builder_version=\"3.17.6\"]<\/p><h2>3) La PEC \u00e8 un SERC, la REM \u00e8 un SERCQ<\/h2><p><span style=\"font-weight: 400;\">Ed \u00e8 proprio la presenza o meno del riconoscimento a rendere la <\/span><b>PEC e la REM<\/b><span style=\"font-weight: 400;\"> due strumenti molto <\/span><b>diversi anche dal punto di vista regolamentare<\/b><span style=\"font-weight: 400;\">. Per eIDAS, infatti, la <\/span><b>PEC pu\u00f2 essere considerata un SERC<\/b><span style=\"font-weight: 400;\">, un Servizio di Recapito Certificato, mentre la<\/span><b> REM \u00e8 un SERCQ<\/b><span style=\"font-weight: 400;\">, un Servizio Elettronico di Recapito Certificato Qualificato. Dalla sua esistenza, tuttavia, in Italia la PEC \u00e8 stata equiparata a un SERCQ dal Codice dell\u2019Amministrazione Digitale, ma questa equiparazione non \u00e8 considerata valida a livello europeo.<\/span><\/p><p>[\/et_pb_text][et_pb_text admin_label=\"4) La REM varr\u00e0 in tutta Europa\" _builder_version=\"3.17.6\"]<\/p><h2>4) La REM varr\u00e0 in tutta Europa<\/h2><p><span style=\"font-weight: 400;\">Il passaggio da PEC a REM avr\u00e0 quindi l\u2019enorme vantaggio di ampliarne la <\/span><b>validit\u00e0 giuridica in tutta Europa<\/b><span style=\"font-weight: 400;\">.
